Or easier yet if Macrium had a 'Add Files' feature to the media creator so I could incorporate the VC folder into the Macrium Rescue media easily. I'd much rather either put the Macrium program on my personal WinPE environment that already has VC on it. So it would be super nice if I could either change the wim index to #2 that Macrium uses when creating the media. 8) I then take this boot.wim and swap it out for the boot.wim that's in the Macrium Rescue ISO for that machine and copy it to my boot stick 9) Repeat for the other 3 machines So you can see what a PITA it is. 4) I have to find and mount the wim that the Windows boot menu uses in DISM - C:\boot\macrium\WA10KFiles\media\sources\boot.wim 5) I plop the Veracrypt folder on the wim 6) I commit the changes 7) I dismount the wim. All are different animals so I have to do this 4 time to each PCs bootable media.

2) All of these I have Macrium on the Windows Boot Menu as well as an ISO media I boot from a bootable USB stick using Easy2Boot - all 5 ISos are there 3) When I have to recreate the Rescue Media due to a program update I have to 'fix the wim' to get easy access to VC. I've done these steps - and it sure is awkward and time consuming: 1) I have 5 Macrium licenses, 4 of these computers have Veracrypt volumes, 1 does not. There's been more than once I have to roll back a running - but screwed up - OS and launch Macrium right from the boot menu of that PC.
It's sure handy to just use a USB thumbdrive though - better yet have VC on the Windows Boot media of that PC. The next best situation is a USB HDD which can have more than one partition and still be visible to these hosts.
I've still got a Window 7 and pre 1709 Windows 10 clients that can't read more than one partition on a removable media.

Or does running VeraCrypt in WinPE actually require direct modifications to the WinPE environment itself beforehand, such as driver injections? Veracrypt is portable, so no PE environment changes needed. I use this method to access Explorer++ in Rescue, for example, which is a much more powerful file browser. Then you can launch it by clicking the PE Explorer icon in the Rescue Media task bar (blue computer icon) to open a rudimentary file explorer. However, if you're using a USB flash drive for Rescue Media (as opposed to a CD/DVD), it's probably easiest to just create a VeraCrypt Portable folder on the flash drive and store the necessary application files there. Custom WIMs are a bit of a chore and introduce the potential of Rescue Media issues since you're now asking Reflect to build from a non-standard "foundation".
